Article VI of the Global Political Agreement (GPA) of 15th September, 2008, focuses on the constitution

making process. It states that it is a fundamental right and duty of Zimbabwean people to make a constitution by themselves and for themselves in an inclusive and democratic manner.

Article VI institutionalises the Constitution Parliamentary Select Committee (COPAC) and mandates COPAC to coordinate the constitution making process. It also provides for the setting up of the Select Committee of Parliament and its terms of reference.

The Article also stipulates that the constitution recommended by the Select Committee be subjected to a referendum. The timelines for the activities leading to the referendum are also clearly stated in the Article.
