Constitution Drafting Update

Harare – 24 January, 2012

The Constitution Select Committee, COPAC, would like to inform Zimbabweans that the drafters have completed a preliminary proposed draft of 18 chapters based on the issues that were agreed upon.  Before this, the drafters completed four chapters based on information given to them by the Select Committee.

In doing their work, the drafters were guided by the drafting instructions given to them by the Select Committee.  They used the constitutional issues distilled from the national report which contains submission for the new draft that came from the people during the outreach phase.

These chapters have now been submitted to the Select Committee for review with the support of the Technical Committee.  Discussions on the first four chapters are nearly complete, and the following two weeks will be characterized by intense work where the Select Committee shall discuss the rest of the chapters submitted by the drafters on the 23rd of January.  Decisions on issues for which consensus has not been reached are also expected to be taken during this time.

The final product of the ongoing constitution-making process is now taking shape.  After this, all stakeholders will be afforded an opportunity to comment upon it through their representatives at the Second All Stakeholders’ Conference before submission to Parliament and to a referendum.  COPAC takes this opportunity to reaffirm its commitment to take the important people-driven exercise to its logical conclusion.
