farai chigavazira Zimbabwe should copy the South African Bill of Rights which should be binding to all laws that are to be introduced as well as the aspect of a constitutional court that will have a duty of intepreting the constitution. The Constitutional Court will be the Highest Court and its decisions should be binding to all lower courts. This would ensure the effectiveness of the constitution etc......

The past imbalances should be adressed by the new constituition.Devolution can not be escaped..
